A serious and challenging topic, that perhaps we might discuss from historical to roots to current dilemma. So when  can we believe that humans came up with the notion and what are the roots of the concept developed before becoming tied in as part of a religious ethic? 
I know this is ill worded but perhaps a useful start for better minds to develop - please.

Ah well, perhaps not of general interest  but I ought tell you wha prompted it. In discussion with a youngish taxi driver on related issues he said 'pub philosophy' where he goes - and no joke - is that  with crime traiff penalties being low, five years in  the nick for doing away with someone you want rid of is not a bad price and then, he said, 'at least you can come out knowing the pain in your life is gone.' I was chilled by this. He said it was not an unusual attitude. "A bit tike taxis," he said. "We know the tariffs for our work and  the bad'uns know theirs."

I  recall a notice saying  a Max £5 could be enforced for trespass. It being a short cut my mum said her shoes were killing her and it would be worth £5 t get home by that path....... but that I should never do such a bad thing." We were not stopped but I recall going the entie walk in terror. I guess people are media inured to law breaking these days.  Where did it all go wrong? Or has it never gone right?

It's very difficult to untie the 2. The ancient flood myths themselves are giant exercises in transgression and retribution.
